SCTV was created to compete with SNL. It kept many Canadian comedians in Canada, like John Candy, Eugene Levy, and Catherine O’Hare though some also did SNL—like Marin Short.

I dunno 22 minutes is cut and dry satire. SNL is a variety show, sure they dip their toe into pop politics but it’s primarily about entertainment/comedy
The difference between Colbert and 22 minutes is one is more of an ensemble and the other is held down primarily by an Individual. There’s a talk show element to Stuart/Colbert that isn’t there for 22 minutes either
