At this point the oligarchs are so blatantly corrupt and out in the open I’d be more surprised if there was a list of them that declined the offer.

Let’s be honest, there isn’t a single name on that list that will surprise anyone anymore. At this point the oligarchs are so blatantly corrupt and out in the open I’d be more surprised if there was a list of them that declined the offer.
