I guess you intend to convey that the “idiot tax” is a metaphor for the misfortune people suffer from their own (perceived) mistakes.
Though I cannot control language, I am of the opinion that lotteries are an example of the “idiot tax”, both in metaphor and finance.
I have trouble making sense of your proposed world view. Your (well) organized comment gestures wildly at a bigger picture, implying there is something that one cannot observe by merely reading news. On its own that would be a straightforward idea, but you continue and claim that there is/are something/s governing the governments?

While I understand your sentiment, it is unethical (which is confusing at times), to tax people because of their inability to make financially sound decisions. It is in the governments interests and duties to educate people to protect them from foreign and domestic bad actors.
I find that people often recognize the patterns they want rather than those that occur, which results in beliefs such as auras, prophecy, healing spells, and various other pla/nocebo related superstitions.
Would this act fall under moral boosting and memory retention exercises?
Could you collate a few numbers so they could be seen side by side for easy comparison, please?
I hope that this won’t mean there will be more advertising in protected areas because it satisfies new requirements.
