Means of production: anything that is used to create something by a worker. Social programs: state run programs that benefit some or all of society. e.g. welfare or employment insurance.
You don’t know what socialism is.
On a spectrum, Norway and Israel have higher social spending than Canada does, with better quality of life for those not apartheided.
Social programs are not socialism.
