      Classic Hitler mistake.

      You can punish and gas and murder your own citizens by the literal train-load; just don’t try and do that in countries other than your own or eventually, many years later, after you’ve invaded half a dozen countries, someone will stop you.

      That’s wildly incorrect. War crimes also apply to civil wars and any armed conflict at all.

      What usually comes up is the “tear gas is a war crime”, which has a special exception for domestic policing and riot control. It’s banned in war because the other side might respond with a much worse chemical weapon like sarin gas. That’s not a concern in a riot.
