There’s an addage that likely apply well.
“In theory, there’s no difference between theory and practice. In practice, there’s a huge difference.”
America (and Europe) have a lot of theoretical knowledge. How that plays out in practice is another story. Ukraine has a lot of practical experience. They know which corners can be cut, without losing anything, and which are critical. Lessons payed for in blood.
They are combating old russian vehicles with cheap modern consumer products. They have been improvising all kinds of weapons during this war and probably know a lot more about it than other countries atm due to experience. I don’t think america has ever fought a war like this.

The process is well understood. Making them isn’t really an issue. It’s getting enough of the right grade uranium.

The tech isn’t the difficult part, it’s the enrichment process itself. It involves vast numbers of gas centrifuges spinning uranium hexafluoride 24/7 for a very long time.
What about dirty bombs? Less effective, but still a deterrent?
E.g take out the refinery and deny the entire area moving forward.
Actually using it’s another matter, but the idea being it’d be a deterrent.
Ukraine was the 3rd largest nuclear power in the world, and is famous for it’s history with nuclear energy.
The issue here is that them starting the enrichment process is grounds for the start of WW3, and they wouldn’t complete the effort in time to offensively defend themselves. You’d have to give them entirely complete nukes and even that would just mean it’s nuke launchin time for a number of folks.

Ukraine had a third of the USSR’s nuclear arsenal when it gained its independence. The also were part of creating them from the beginning stages. I would find it hard to imagine they couldnt have built more if they had set out too.
